Oregon FHA Loans: Why the Urban Growth Boundary Makes Portland-Metro FHA Files Different From Every Other State

Oregon FHA loans work differently once you leave rural counties, because Oregon alone enforces a mandatory statewide Urban Growth Boundary (UGB) capping how far Portland-metro cities can grow. That constraint pushes Multnomah, Washington, and Clackamas counties to the $977,500 FHA ceiling versus the $524,225 rural floor. Oregon Bond adds a below-market rate on top of FHA. OREGON’S LAND-USE LAW MEETS FHA LENDING

How Does Oregon’s Urban Growth Boundary Actually Affect Your FHA Home Search?

Oregon is the only state in the country with a mandatory statewide Urban Growth Boundary system, and that 1973 land-use law (Senate Bill 100) is the single biggest reason Portland-metro FHA files behave differently than FHA files anywhere else in the country. Metro, the regional government that manages the Portland-area UGB, last expanded the boundary in 2018 by roughly 2,181 acres – a rounding error against a metro area that added more than 200,000 residents that same decade. Cities inside the line cannot annex raw land no matter how tight inventory gets, so every FHA buyer in Multnomah, Washington, or Clackamas County competes for a fixed, artificially constrained supply.

That constraint shows up in the numbers. Multnomah County home values appreciated roughly 62% between 2019 and 2026 per Portland State University’s Center for Real Estate, while active inventory fell from a 4.2-month supply in 2019 to about 1.1 months in 2026 – deep seller’s-market territory. For an FHA buyer, that means fewer homes under the loan limit, faster offers, and appraisal gaps a larger-down-payment buyer absorbs more easily.

Which Situation Sounds Like Yours?

You’re a Washington County tech employee earning $145K chasing a starter home under $650K

Nike and Intel anchor Washington County’s job base, and a $145,000 household income should make Hillsboro or Aloha comfortable on paper. The problem is the UGB – Hillsboro can’t sprawl outward to add inventory, so starter homes under $650,000 get bid up fast. Shannon pre-underwrites your file so you can move the moment something under the county’s $977,500 FHA ceiling hits the market.

You’re a Portland teacher earning $56K looking at a Southeast Portland lot with ADU potential

A Portland Public Schools salary of $56,000 doesn’t stretch far against Multnomah County’s UGB-driven prices, but Southeast Portland lots zoned for an accessory dwelling unit let you plan future rental income into the picture even though FHA won’t count it until the ADU is built and rented. Shannon structures the file around your current income first.

You’re a Bend service-industry worker earning $48K priced out of Deschutes County’s $977,500 ceiling

Deschutes County joined Oregon’s high-cost FHA tier in 2024 as Bend’s resort and remote-work economy pushed prices well past what a $48,000 service-industry income supports, even against a $977,500 ceiling. Shannon looks at USDA eligibility in unincorporated Deschutes County and FHA options in Redmond and Prineville, where UGB pressure is lower.

You’re a Salem state employee earning $72K with unpredictable overtime

State of Oregon employment in Salem often comes with base pay plus variable overtime that a retail bank underwriter won’t touch.FHA allows averaged overtime income over a documented 2-year history, and pairing that file with a state and local down payment assistance rate reduction can make the difference between qualifying and not qualifying under Marion County’s $95,000 income-limit tier.

On a 30-year FHA loan with 3.5% down at a 6.5% prevailing rate, a $525,000 Beaverton (Washington County) purchase runs close to $3,760 in total monthly PITI once Washington County’s roughly 1.02% effective tax rate, FHA MIP, and HO-3 insurance are included. A $465,000 Bend (Deschutes County) purchase runs closer to $3,340. A $335,000 Salem (Marion County) purchase lands near $2,430, and a $255,000 Medford (Jackson County) purchase comes in around $1,880.You can layer in a rate reduction to roughly 5.5% instead of 6.5% and the Beaverton payment alone drops by more than $300 a month.

OREGON COUNTY-BY-COUNTY FHA LIMITS

Which Oregon Counties Hit the $977,500 FHA Ceiling (And Which Are at $524,225 Floor)?

Oregon’s 2026 FHA loan limits split into three tiers driven almost entirely by UGB-constrained metro counties versus open rural counties. High-cost ceiling counties sit at $977,500, mid-tier counties fall between the rural floor and the ceiling, and the true rural floor is $524,225.

Source: HUD Mortgagee Letter 2025-24, FHA Loan Limits by county for Oregon, effective January 1, 2026.

The UGB-Constrained High-Cost Tier

  • Multnomah (Portland) – the original UGB, tightest inventory in the state
  • Washington (Beaverton, Hillsboro) – Nike and Intel demand against a fixed boundary
  • Clackamas (Lake Oswego, Milwaukie) – same UGB constraint
  • Deschutes (Bend) – joined high-cost tier in 2024 on remote-work demand

Best for buyers targeting Portland, Beaverton, or Bend who need every dollar of the $977,500 ceiling.

The Mid-Tier Counties

  • Yamhill (McMinnville) – wine country, feels Portland UGB spillover
  • Marion (Salem) – state capital, more land outside its smaller UGB
  • Lane (Eugene) – university-town demand, less scarcity than Portland

Best for buyers targeting Salem or Eugene where $624,500-$671,000 covers most starter and move-up homes.

The Rural Floor Counties

  • Malheur, Harney, Lake, Grant, Wheeler – eastern Oregon, no UGB pressure
  • Klamath and Wallowa – agricultural economies
  • $524,225 covers most available inventory here

Best for buyers in eastern and rural Oregon where land is not artificially constrained and home prices track closer to national rural averages.

STATE HOUSING AND COMMUNITY SERVICES PROGRAM

How Does a State Housing and Community Services Program Actually Lower Your FHA Interest Rate?

A state and local down payment assistance program is not a down payment assistance grant – it’s a below-market interest rate program that stacks on top of your FHA 3.5% down payment. Eligible borrowers must be first-time buyers statewide, or any buyer purchasing in a designated targeted-area census tract, and must fall under county-specific income limits: $124,000 in Multnomah County, $133,000 in Washington County, and $95,000 in Marion County for a typical household size.

Because a state and local down payment assistance program adjusts your rate rather than your down payment, cash-to-close stays the same as a standard FHA file – only the monthly payment changes. On a Beaverton file at a 5.5% rate versus a 6.5% prevailing rate, the difference runs well over $300 a month.

OREGON’S UNIQUE PROPERTY TAX SYSTEM

How Does Oregon’s Assessed-Value Property Tax System Affect FHA DTI?

Oregon is one of a handful of states where property tax is calculated on assessed value, not market value, thanks to 1997’s Measure 50 – and that quirk can make FHA DTI math on a longer-owned Portland home surprisingly forgiving. Measure 50 capped assessed-value growth at 3% per year starting from a 1995 base, completely decoupled from whatever the home actually sells for. A Portland home bought in 1997 for $180,000 can carry an assessed value near $285,000 in 2026 even if its real market value has climbed past $780,000.

Because FHA underwriters use the actual property tax bill – tied to assessed value, not market value – a buyer purchasing a longer-held Portland home from a long-tenured seller can end up with a materially lower monthly tax escrow than the price suggests. New construction and recently sold homes reset closer to market value, so this benefit is largest in established Portland, Salem, and Eugene neighborhoods.

OREGON FHA FAQ

Which Oregon FHA Questions Get Asked Most Often at PierPoint?

Can I use down payment assistance available in this area with a manufactured home in Deschutes County?

Yes, with restrictions. Down payment assistance available in this area can pair with FHA financing on a manufactured home in Deschutes County as long as the home is permanently affixed to a foundation, taxed as real property, and meets HUD’s manufactured housing standards. Double-wide and larger units on owned land qualify more easily than single-wide units. The assistance program still applies the same county income limit and first-time-buyer or targeted-area rule that applies to site-built homes.

How does the Portland Metro Housing Bond property tax add-on affect my FHA DTI?

The Metro Supportive Housing Services tax and the regional housing bond levy both show up as separate line items on a Multnomah, Washington, or Clackamas County tax bill, and FHA counts the full bill, not just the base rate, toward your monthly PITI and DTI. Budget for these add-ons specifically if you’re comparing a Portland-metro payment against a Salem or Eugene payment where they don’t apply.

What FHA rule applies to homes with wildfire-zone insurance after the Almeda fire?

FHA requires proof of adequate hazard insurance at closing, and in wildfire-exposed areas of Jackson and Douglas counties near the 2020 Almeda fire footprint, some carriers now require a separate wildfire endorsement or charge a higher premium. FHA underwriters will factor that higher premium into your DTI, so get an actual insurance quote before you finalize a home search in these zones rather than estimating.

Can I buy a Bend short-term rental with FHA if I owner-occupy first?

FHA requires the property to be your primary residence for at least one year, so you can buy a Bend property with FHA financing and live in it first, but you cannot use projected short-term rental income to qualify, and converting to a full-time vacation rental before the one-year occupancy requirement is met violates your FHA agreement and can trigger loan acceleration.

Does FHA finance ADU-permitted properties in Southeast Portland?

Yes. FHA will finance a single-family home with a legally permitted accessory dwelling unit in Southeast Portland, and the appraiser will value the ADU as part of the property. However, rental income from an unbuilt or unpermitted ADU cannot count toward your qualifying income; the ADU must be complete, permitted as a legal dwelling, and have a signed lease before FHA underwriting will credit that income.
